1. Strictly Implement the Primary Responsibility of Event Organizers

Event organizers must conscientiously fulfill their duties and strictly uphold the principle that "whoever organizes is responsible." They should establish and strictly implement a system under which the director of the organizing committee is accountable, and form an organizing committee led by relevant officials of the local government with participation from all responsible departments to strengthen leadership and coordination of the event. Strengthen end-to-end event management, enhance pre-event assessments of conditions for staging the race, and improve cross-department command and dispatch mechanisms. Organizers should establish robust coordination mechanisms among sports, public security, health, meteorological, market regulation, urban management, emergency response, and culture & tourism departments to reinforce local responsibility and jointly ensure the event is conducted safely and orderly.

2. Strengthen Risk Prevention and Emergency Response

Race organizing committees should ensure all aspects of safety and stability for marathon events, tighten accountability for safety production, and establish, improve and strictly implement safety supervision, hazard inspection and accountability systems among all event stakeholders to build a strong safety defense from the source. Prepare contingency plans for emergencies and an event circuit-breaker mechanism in advance, clarifying response procedures, handling measures and responsible parties. Strengthen on-site organization and order management, increase patrols in key areas, and minimize risks to the greatest extent.

3. Refine and Implement Event Organizational Support

Organizing committees should pay close attention to event operational support. Establish pre-race medical screening mechanisms to guide participants to compete safely. Provide pre-race reminders, with emphasis on weather and course conditions, and strengthen health and safety notices and the signing of waivers; during the race, conduct competition operations strictly in line with relevant requirements, deploy medical stations and mobile rescue teams scientifically, and effectively safeguard athlete safety; optimize the allocation of technical officials, staff, volunteers and medical rescue personnel based on event scale, course characteristics and weather conditions; and set the number of on-course aid stations and the types of items in finisher packs scientifically.

4. Conduct race certification and Label race applications according to procedures

The race organizing committee should follow the relevant requirements for road race certification management and standardize certification procedures. Category A and B events should be reviewed by the provincial sports administration department and then apply for certification with the Chinese Athletics Association; Category C events should be certified by the provincial sports administration department and then filed with the Chinese Athletics Association. The organizing committee should, based on World Athletics' latest "Label Road Races Regulations", submit the application to the Chinese Athletics Association after review by the provincial sports administration department, and the Chinese Athletics Association will apply to World Athletics.

5. Strictly manage race entry quotas

The organizing committee should improve the lottery and quota allocation system, increase the supply of general public entry slots, and in principle ensure that mass-participation slots for each event account for no less than 90% of the event's total participant capacity. When approving events, local authorities should realistically consider participants' demand, fundraising and the city's carrying capacity, and reasonably plan event scale. The organizing committee should coordinate with relevant local departments to crack down on illegal activities such as slot scalping and entry fraud.

6. Strengthen event environmental sanitation management

The race organizing committee should strengthen environmental sanitation management, guide civilized spectating and maintain the city’s image, actively promoting the concept of green, frugal and low‑carbon event organization. Ensure sanitation and waste disposal along the course and surrounding areas, with particular focus on densely populated locations such as the start/finish and aid stations; increase dynamic waste removal and patrols to ensure that after the event the course and surrounding environment are left clean.

7. Refine event traffic support services

The race organizing committee should, following the "China Athletics Association Road Running Event Management Regulations" and competition organization requirements, proactively coordinate with local traffic authorities to develop a dedicated plan and reasonably allocate public transport resources; dynamically plan course closures and controls to minimize road closure time, adopting a "close first, reopen first" and "quick close, quick reopen" approach; set detour routes for general traffic based on sound planning and publish traffic control notices and public travel recommendations in advance through official channels; promptly clear and reopen roads after the event to minimize disruption to normal city operations.

8. Strengthen Event Civility

Race organizers should actively promote respectful participation, making full use of official websites, official WeChat accounts, race manuals, SMS notifications and other channels to issue advance notices that clearly state dress codes and guidelines for civilized conduct. They should guide and restrain participants to focus on the sport itself and resolutely prevent the use of events to attract attention, express unreasonable demands, or engage in behavior that violates relevant national regulations. Organizers should also strengthen positive event publicity and public opinion guidance, develop response plans, and reply promptly to public concerns.

IX. Strengthen commercial regulation of events

Organizing committees should coordinate commercial development, brand building, and social responsibility. Scientifically delineate marathon event core areas and commercial exhibition zones, reasonably control the scale of commercial activities, and promote the standardized and orderly development of event commercial activities. Event advertising and promotional content should comply with the Advertising Law of the People's Republic of China and other relevant regulations.

X. Regulate charitable and public welfare activities

When organizing charitable and public welfare activities, event committees should follow laws and regulations such as the Charity Law of the People's Republic of China and the Measures for the Disclosure of Information of Charitable Organizations, and carry out activities based on the principles of legality, voluntariness, honesty, and non-profit. Organizing committees should strengthen standardized management of charity activities, regularly disclose the use of public funds and channels for public supervision, and ensure the compliance and transparency of public fund usage.

XI. Actively organize health runs and fun runs

Localities are encouraged to actively hold health runs, fun runs, and other widely-participated running activities based on regional characteristics, public demand, and hosting conditions. Relevant units should strengthen planning and organizational support for mass running activities such as health runs and fun runs, implement classified hosting, management, and guidance together with marathon events, and meet the fitness needs of participants of different ages and fitness levels.
